Uber Public Policy Associate on ride costs: ‘insurance is a big piece of it’

Lizzie Pittinger, Public Policy Associate for Uber Technologies Inc., said on March 9 that insurance requirements are a significant factor in determining the cost of rides and pointed to recent reforms in Florida as an example of how policy changes can reduce expenses for both companies and riders.

Insurance requirements for transportation network companies are largely determined at the state level, meaning rideshare platforms like Uber must comply with varying liability coverage rules depending on where trips occur. These mandates typically include coverage for drivers while logged into the app, during trip acceptance, and while transporting riders. Because insurance costs scale with regulatory requirements and litigation environments, policy changes affecting legal liability or claim structures can influence operational costs that contribute to ride fares, according to the National Conference of State Legislatures.

Pittinger said, “Insurance is a big piece of it. States have their own requirements and legal rules around insurance, which have a direct impact on the cost of Uber rides. Uber is leading advocacy efforts to push for and pass commonsense legislative changes that keep all trips covered while bringing down costs. And when states pass legislation to reform these laws, riders feel it. Florida is a clear example,” according to her statement on LinkedIn.

Florida enacted HB 837 in 2023, a civil justice reform law aimed at addressing lawsuit abuse and reducing excessive legal costs in insurance claims. The legislation modified attorney fee structures, adjusted negligence standards, and placed limits on certain medical damages claims. Supporters argued the changes would stabilize insurance markets and reduce litigation costs that insurers pass along to consumers through higher premiums. The reform was part of a broader state effort to address rising insurance costs across several industries, according to the Florida Senate.

Pittinger serves as a Public Policy Associate at Uber, where she works on policy and regulatory issues affecting rideshare operations. Her role involves engaging with state policymakers, monitoring legislative developments, and supporting advocacy efforts related to transportation network company regulation, according to her LinkedIn profile.
