NuRock Companies has submitted plans for a new affordable housing project near Opa-locka, aiming to build a 130-unit apartment complex named Heritage at Gratigny Park. The proposed development would be located on an almost 1-acre vacant lot at the southwest corner of Northwest 120th Terrace and Northwest 27th Place in unincorporated Miami-Dade County, an area characterized by industrial properties.
The Georgia-based firm has requested zoning verification from Miami-Dade County, a step often needed to clarify development regulations and check for any property violations. NuRock’s application also indicates that it will seek funding from the Florida Housing Finance Corporation (FHFC), which provides financing options such as low income housing tax credits for affordable housing projects. FHFC typically requires confirmation of zoning compliance before awarding funds.
In addition to Heritage at Gratigny Park, NuRock is planning another 130-unit building nearby under the Live Local Act. This state law encourages developers to build below-market rate apartments by offering property tax incentives and permitting larger developments. The second project, Residences at West View Landing, is slated for the southeast corner of Northwest 27th Avenue and Northwest 123rd Street in unincorporated Miami-Dade. All units there will be reserved for households earning up to 80 percent of the area median income (AMI), exceeding state requirements that only 40 percent of units need to be set aside for those earning up to 120 percent of AMI.
Records show NuRock acquired the site for Residences at West View Landing in May for $2.6 million.
The land designated for Heritage at Gratigny Park is owned by an entity linked to Art + Tec Development, a Bay Harbor Islands-based real estate firm led by Gabriel Boano and Paula Lowenstein Boano. In 2021, Art + Tec had proposed its own eight-story, 168-unit apartment building on this property, but construction did not commence.
NuRock specializes in developing and managing multifamily affordable housing. Robert Hoskins serves as managing principal. The company’s other South Florida projects include Crystal Lake in Pompano Beach with 92 units and Heritage at Pompano Station with 116 units—both containing affordable apartments.
Last year, NuRock completed Residences at Naranja Lakes, a pair of five-story buildings totaling 140 units in south Miami-Dade’s Leisure City neighborhood. In Hollywood, the firm is pursuing a separate plan for a 134-unit apartment complex targeting low-income families; city commissioners agreed in 2022 to lend $640,000 toward NuRock’s FHFC funding application.
Developers focused on affordable housing are less affected by market downturns due to ongoing demand for below-market rate rentals in Miami-Dade County, where many residents cannot afford market-rate apartments. These developers can benefit from tools like LIHTC along with government subsidies and grants that help improve financial outcomes.
