The document outlines how Florida has transformed from a high-litigation, high-cost property market into one attracting new capacity and broader insurer participation. Floridians for Lawsuit Reform suggests this shift indicates that the state’s legal-framework changes are producing tangible outcomes.

Gallagher Re reports that during the June 1, 2025 reinsurance renewal cycle, Florida homeowners-insurance carriers achieved an average 10.7% reduction in risk-adjusted reinsurance rates. This signals lower underlying legal and claims exposure. Alongside these savings, legal defense costs dropped sharply—Florida’s Defense & Cost-Containment Expense (DCCE) ratio fell from 8.4 in 2022 to 3.1 in 2023, according to Insurance Business Mag. These metrics support the argument that curbing excessive lawsuits and tightening litigation incentives has led to measurable cost relief in the homeowners segment.

Per Gallagher Re’s commentary, the number of property-insurance lawsuits in Florida declined by more than 30 percent between 2024 and 2025, returning litigation volume to what was seen in 2019—a stark reversal of prior escalation. The report attributes this reduction to reforms such as eliminating one-way attorney-fee recovery, tightening bad-faith standards, and restricting certain assignments-of-benefits practices.
