Florida Public Service Commission schedules cost recovery hearing for investor-owned utilities

The Florida Public Service Commission (FPSC) will hold a Commission Conference on November 4, 2025, at 9:30 a.m. at the Betty Easley Conference Center in Tallahassee. The conference will be followed by an Internal Affairs meeting and a Cost Recovery Clauses hearing.

The agenda for the Commission Conference is available to the public. Those interested in providing comments can contact the FPSC’s Office of General Counsel at 850-413-6199.

After the Internal Affairs meeting, the FPSC will conduct a hearing on cost recovery clauses. This hearing will consider cost recovery for Florida’s investor-owned utilities, including expenses related to fuel, conservation, environmental measures, capacity, purchased gas, and storm protection plans. The commission will review projected recovery factors for 2026 as well as adjustments for actual costs from 2024 and 2025.

If necessary, the hearing may continue from November 5 through November 7 at the same location.
